Abstract
The article is devoted to the days of military glory and memorable dates of Russia, which are fixed by law. It is shown that this is dictated by the need to protect the country's heroic past, contributes to the formation of a respectful attitude to history and traditions, consolidates society, strengthens civil and Patriotic values, and educates young people.

Abstract
The article is devoted to a new scientific and academic discipline. Its relevance is due to the importance of studying moral aspects of the man’s role on Earth and maintenance of ecological balance, his attitude to the living world and his own health. The research methods are socio-philosophical revealing the social conditionality of moral values and norms, and a discursive method which allows to compare different theoretical approaches and develop a common discourse relevant to the biosphere. The result of the analysis was a conclusion about the illegality of identifying bioethics with medical ethics. The former has a philosophical foundation and combines biological and medical knowledge with universal human values. Its subject is models of moral consciousness and behavior of people in their relations to living and inanimate nature and their health. The conclusions formulated the features of bioethics and emphasize the need for its study in the process of training modern specialists.

Abstract
The subject of the study is the program of the digital economy of Russia for 2019-2024 as a sociocultural phenomenon. The purpose of the work is to study the problems of transition to digital education in Russia through the lens of the digital economy, forecasts and possible social consequences of this transition. In the process of work the historical and philosophical method was used, thanks to which it was possible to analyze some stages of development of education in Russia, and systemically dialectical. The result of the work is conclusions about the need to develop evolutionary pedagogy in Russia aimed at obtaining knowledge through the lens of a wide modern scientific world view. The leading task of evolutionary pedagogy should be the education of a spiritual-developed, cultural, creative-building person who can solve a wide range of problems, take an active life position and realize responsibility not only for his life, but also for the fate of other people in Russia and on the planet. The digital economy and digital technology should serve as a means of achieving this goal, improving the lives and well-being of the citizens of the country. The successful introduction of the national project will be facilitated by the creation of a "digital ecology" within the framework of spiritual ecology.

Abstract

The article deals with the management policy of the Russian higher education system in order to assess its effectiveness and efficiency.

The author identifies the features and trends of the Russian state educational policy in the field of higher education, and presents their analysis. With the growth of international competition in the global educational market, the importance of state institutions in managing and coordinating the resource flows necessary for the successful functioning and development of modern educational systems increases.

The main parameters of the effectiveness of the national education system and the difficulties associated with the analysis of these indicators are analyzed.

Recommendations for improving the effectiveness of this area of state policy are proposed. The main problems and contradictions of educational policy in the higher education system are named.

Abstract
The article is considering the current situation and prospects of the "leftist" forces in modern Russia. The authors analyze the discourse of representatives of the "leftist" nationalism as a special political and ideological phenomenon. The research presents the author's concept and view on the features of the processes of democratization and the reasons for the inability of the "leftist" forces to convey its own ideas and model of modernization to the voters. In our opinion, this led to the fact that the Russian left forces in the 2000s were unable to formulate a consistent systematic response to the challenges facing Russian society. The authors believe that the situation of the Russian leftist has been complicated by the promotion of new geopolitical projects by the authorities. As a result, the Russian "leftist" was marginalised. However, the authors argue that despite the failure of Sergei Baburin’s former attempts to return to the big Russian politics, it is clearly premature to talk about the exhaustion and lack of demand for his ideas in Russian society.

Abstract
In the proposed study, the authors consider the image of migrants constructed in the media and its characteristics during the COVID-19 pandemic. The article examines the theoretical and practical development of the image of migrants in the media (negative and positive aspects of the image) and reveals the impact of the new pandemic on the image of immigrants in the media. The authors aim to determine the transformation of the negative image of labor migrants in the news of news agencies in connection with the COVID-19 pandemic by conducting a quantitative content analysis of publications of news agencies related to coverage of immigration topics. The authors conclude that in the context of unforeseen and crisis situations, the stigmatization of migrants, who are previously a stereotyped group, in the electronic media increases. The methodology of this work is based on the constructivist paradigm of T. Berger and T. Lukman.

In the article, the authors analyzed and characterized the theoretical and practical aspects of electoral competition in modern Russia, highlighted the main stages, approaches, methods of studying the phenomenon of electoral competition, showed the levels, conditions and factors hindering its development, revealed the reasons for the difficulty in ensuring real electoral competition, clarified it prospects.

Abstract
The article presents the results of a study of the interactive personality trend in adolescence using the eponymous technique of N. E. Shchurkova in the modification of N. P. Fetiskin. Interactive personality trend is the orientation of the individual towards interaction and cooperation with another person. Most of the respondents in the study have a medium and low level of orientation to personal (selfish) interests and orientation to interaction, cooperation. Marginal orientation is represented mainly by low indicators, girls are more prone to this type of trend than boys.

Abstract
The article is devoted to the musical heritage of the indigenous peoples of Siberia on the example of the ensemble "Altyn-AI" of the Kemerovo state Institute of culture. Studying the cultural diversity of peoples through various forms of folk music. The article also considers the model of continuity in the transmission of song traditions in the ensemble and the need to preserve various genres of folk art, which is the main point in the training of specialists in the field of culture and art. The key point is the holding of ethnic holidays and ceremonies with the participation of teachers and students, where the study of folk traditions is not in theory, but in practice. When covering the article, information and analytical materials collected during the work of the student folklore ensemble were used. The main emphasis was placed on systematic analysis and generalization of the results of the collected material.

Abstract
The rationale of this study is inclusion in the problems of the theory of the written everyday Russian speech and genre studies. The purpose of this work is to identify dominant-determinant relationships and establish a hierarchical relationship between them. The object of the research is the texts of natural written Russian speech - military memoirs and letters from the front. The subject of the study is dominant-determinant communication in the texts of ordinary Russian native speakers. The research was made in line with the school of Natalya Borisovna Lebedeva, which has been existing since 2000, where the main object of the study is natural writing , which is understood as speech activity characterized by the following features: writing, lack of professionalism, spontaneity, non-replicability, unofficial existence, lack of participation of intermediaries and authorities (censor, editor, printing mechanisms, etc.) between the author and the addressee, the uniqueness of existence. At the Barnaul-Kemerovo School of Natural Writing (hereinafter referred to as the NWP), two approaches to the study of handwritten texts are distinguished: an analysis using a communicative semiotic model (hereinafter referred to as CSM), and a dominant-determinant technique for identifying independent (dominant) and dependent (determinant) genre-relevant characters.
